Holtec International is a privately held supplier of spent-fuel storage and transport systems and a decommissioning contractor that acquired the shut-down Palisades plant in Michigan from Entergy in 2022 and is pursuing its restart with DOE loan support, alongside two SMR-300 units (Palisades 'Pioneer') for which a phase-1 construction permit application with limited work authorisation was accepted for NRC review in February 2026 (final SER/EIS expected March 2027).
