Every dataset, with its sources

Each file carries an envelope with the dataset name, the as-of date, the sources with access dates and licences, the field definitions and the known gaps. Records keep their own source URL, source name, as-of date and confidence. Unknown values are null, never zero. Rebuild scripts live in the repository under scripts/.
